KIOS Research and Innovation Center of Excellence, of the University of Cyprus, is an academic/research institution that has attained scientific excellence in information and communication technologies. KIOS Research and Innovation Center of Excellence has a strong background in RPAS technologies for emergency management through the DG ECHO PREDICATE project and the collaborations it established with organizations in emergency management through its Innovation Hub. To date KIOS developed functionalities (including automated path-planning, real-time image analysis and object detection, and payload deliveries) that assist first-responder operators rapidly achieve their missions in a more effective and efficient manner. These functionalities have been implemented and demonstrated in practise over several types of RPAS units that KIOS possesses. In addition to its turn-key technological developments, KIOS has established a training course on the use of RPAS for emergency response that is delivered to key stakeholders at an international level and part of which is being presented to participants of the UCPM AMC training course 5 times a year. KIOS is also hosting 4-day Exchange of EU Experts workshops on the use of RPAS units for emergency management.

Cyprus Civil Defence

The mission of the Cyprus Civil Defence is to take preventive, repressive and supporting humanitarian measures in order to protect the population and its property, as well as the environment and critical infrastructure from the effects of disasters either natural (earthquakes, floods, tornadoes etc.) or man-made (technological accidents, armed conflict, etc.). Cyprus Civil Defence also aims to provide the necessary conditions for the population’s survival and recovery following a disaster.

Entente pour la Forêt Méditerranéenne

The Entente Pour La Forêt Méditerranéenne (EPLFM) is a public organization, coordinating the efforts of the 14 departments most affected by natural hazards of the South of France covering 4 regions: Provence Alpes Côte d’Azur, Occitanie, Corsica, and Rhône-Alpes. CEREN was officially created in 1979 as the Test and Research Center of EPLFM and is in charge of carrying out all the necessary tests in the area of Civil Protection aiming at implementing new systems and for their efficiency evaluation.

University of Lille (ULille), CRIStAL (Research center in Computer Science, Signal and Automatic Control of Lille)

From the University of Lille (ULille), CRIStAL (Research center in Computer Science, Signal and Automatic Control of Lille) will be directly involved in the AIDERS project. CRISTAL is a laboratory (UMR 9189) of the National Center for Scientific Research, University Lille and Centrale Lille in partnership Inria and Institut Mines Telecom. The laboratory is composed of about 420 members (228 permanent employees and more than 192 non-permanent employees) among whom 24 permanent employees of the CNRS and 31 of Inria. CRIStAL research activities involve topics related to major scientific and social issues such as Big Data, software engineering, image and its uses, human-computer interaction, robotics, control and supervision of large systems, intelligent vehicle systems, bio-informatics with applications in retails, technologies for health, software-intensive systems.

Corpo nazionale vigili del fuoco (CNVVF)

CNVVF is a State organization responsible for prevention, rescue and relief services in natural or manmade disasters. They provide emergency planning, industrial risk management and training within the Ministry of Interior, in close cooperation with the National Civil Protection Department within the Prime Minister’s Office. In addition to the standard fire services, they also provide protection for national civil airports, harbours and train stations and deploy units for the management of disaster scenarios. The RPAS sector of the are operated by the Air Rescue Coordination Office (UCSA) of the Central Directorate for the Emergency and Technical Assistance (DCEST) of the CNVVF.

KEMEA

The Center for Security Studies (KEMEA) is a think tank on homeland security policies and an established research center since 2005 (L. 3387/2005) within the Hellenic Ministry of Citizen Protection, aiming to support security policy implementations in Greece, at a strategic level. A main objective of KEMEA is to bring together all national Law Enforcement Agencies (Police, Fire Service, Coast Guard, Civil Protection agency, etc.) and to enable them to collaborate, interconnecting them with corresponding agencies, research institutions and the industry from around Europe. This approach explore synergies, establish communication links and work together to produce a large number of end-user driven research on all fronts of the Security Sector. KEMEA is a member of several European associations and organizations and it represented the Greek Government as a member of the “European Security Research and Innovation Forum (ESRIF)”. Furthermore, KEMEA is appointed as the Greek “National Contact Point” for the implementation of Directive 2008/114/EC, regarding the protection of European Critical Infrastructures.
